In our years of working with contractors, we’ve come across a few who have told us something along the lines of: “We only want to use X-ray to scan concrete slabs. We’ve tried the GPR thing in the past, and it didn’t work. We ended up hitting rebar where the GPR technician told us it was safe to cut, so we won’t ever use it again.”
It doesn’t matter to them that GPR concrete scanning is substantially less expensive than conducting a concrete X-ray, or that it’s safer to use around humans. They had a bad experience in the past, and they don’t want to repeat it.

They may have misread the data or missed something important and told you it was safe to disturb the concrete in a certain area, when in fact, it wasn’t. Interpreting GPR scans well takes time to learn. No one can take one course on the technology and expect to be an expert. There are some things that need to be learned through real-world experience.
